windstream communications Complaint

New service hookup with number ported.
I contacted Winstream communications to begin phone service a week ago. The tec came out did his thing and told me I had a dial tone. For a week now I have been able to call out, but not receive calls. I have had two trouble tickets from Windstream each with a date and time the problem will be corrected. Both dates have passed. Today Todd from Windstream said he and Level 3 created a ticket to have the problem fixed. That happened at 9:30 this morning, it is now 5:55PM, and I still cannot receive calls. The Windstream rep claims there is nothing they can do, they are waiting on Level 3 communications to port the number. I have talked to reps at both companies. These two companies don't like each other. The Windstream rep said that "Level 3 does this (stalls) to make us look bad". The Level 3 rep claimed that it is Windstreams fault and that they have had a lot of problems with Windstream. Neither can give me a date when I will be able to receive calls. The date is 12/22/14 and being able to make arrangements with friends and relatives for Christmas over the phone is important. The law requires numbers to be portable, but doesn't require cooperation between companies.
